Here in the states, quite often the tips are kept by the wait staff. I've never understood that practice as it seems there's far more training needed to be a chef than a waiter/waitress. I do think there is a wage disparity though -- chef's getting more per hour than the waitstaff, but the waitstaff still make more in the end.
