It appears I have different versions of Java installed under Program files. A couple versions didn't have the win32com.dll there so I copied the file in. I no longer have the previously mention error in REW log, but REW still does the same thing, locks up.

Does it matter if you have different versions of Java? Under program files, java, I have 3 folders: jre.1.6.0, jre1.6.0_03, and jre.1.6.0_.04
