After removing the board set your DMM to diode check and check the transistor for shorts.

I believe the transistor you're pointing to is the color signal amp for that tube.

Also check those green (wire wound I believe) resistors on the board.

The glue is put there so that the board doesn't disconnect or loosen from the tube during shipping.
