RCA D52W23--ITC222-Blue Convergence Problem

The screen has a blue halo around the charactors, also has a yellowish tint too. The letters are not lined up Vertical and Horizontal during commercials, and there is a blue arch on the bottom of the screen. Where is the Convergence panel and where might the 3 fuses that control the colors be located. I looked by the flyback but I could not see anything unless they are on the bottom side, Please someone help.

This will tell you a lot about convergence problems, but be aware that your set does not use output ICs. It has discrete components and the problems are usually in the convergence supplies. If you have a true halo, it may be a coolant problem or a focus problem. Fuses, IIRC, are on the deflection board near the flyback, but if one is open it is likely due to another problem.
