Can I use the rta on the REW without the sound car on my laptop???

Generally laptop soundcards aren't suitable, since they don't have a line-in, so an external USB soundcard is recommended.

Using the RTA is no different (with respect to the equipment required) than taking regular response measurements.

Nope - no good. Your Radio Shack SPL meter is a line-out device and requires a line-in port. The mic-in ports are completely unsuitable.... You require an external soundcard - they're quite inexpensive....
