Can I cut frequencies to create a flat response to ~15hz

Looks like you can flatten it to about 12Hz actually. Beautiful looking response.

According to Winisd it starts going past xmax @ ~15.6hz.

Well, that's using excursion peak with a single sine wave at 15.6Hz at some specified power at the driver. It's an indicator. The extension of response you show in your plot is attributed to the room effect at low frequencies. You'll also get some excursion reduction help at the bottom end with electronics rolloff.
Certainly, carry on and eq it flat. You only have cuts to make in your response. This in itself has no effect on excursion problems.
