Sound Blaster MP3+ or Live 24 bit External

The sound card in my laptop sucks and doesn't work well with REW. I can get a Sound Blaster MP3+ for 15$ or step up to the Live 24 bit External for 50$. For this applications, is the better sound card required?

Actually, the price dropped to 10$ on creative's website in their refurbished section. It costs another 10$ for shipping though.
