Mitsubishi WS-55511 Wont turn on

I have a Mitsu WS-55511 that wont turn on. It goes thru the 45 second green flashing when plugged in, then when I try to power on it does the 3 second green led and shuts off.
I have replaced the infamous DM Board capacitors and the Convergence IC. Also I have tried the disconnection of the front panel and still will not turn on. All the pico fuses are good and the switched power checks are good.
The error test (menu and input for 5 secs) returns code 12 (gtg).
I did notice that the left most CRT (looking at TV from front) will arc in the lower most part of the glass tube where the other two do not when first powering on.
Is this normal?
Any ideas as to where to go next?

Now it is flashing (error test) 23 for "Loss of Horizontal Deflection".

If you see arcing in the CRT, I would disconnect that CRT and see if it runs.

Pulled the board off and it still arced so pulled all the plugs and the red wire from the HV Block and arcing went away, and the code changed back to 12.
Still wont fire up though.

Sounds like you may have a short in the CRT.
