Zone 2 not linked to main volume

I have an Onkyo tx-nr616.
I am trying to send an audio signal to a power amp for the rest of the house.
The onkyo will not link the volume of zone 2 to the main volume and it will continue to play another input after the main input has changed. It will even continue after the amp appears to be powered down!
This amp is disappointing. The hdmi out to the tv is buggy and must be jiggled to get a good signal.

What amp has a line level zone 2 output that is linked to the main volume and input?
My budget is $400 or so.

If this setup is totally unworkable do you guys have any other suggestions?
I already have to return the home theatre amp due to hdmi isuues. I could return the power amp for one that has its
own volume and remote.

I have several Onkyo receivers. The Zone 2 uses its own volume control and it's intended purpose is so you can have a second set of speakers in another room in the house (bedroom, kitchen, back yard, etc). Zone 2 on the 616 and most other Onkyo receivers does not require a extra amplifier, since one is built in to the receiver.

If you are having troubles, Zone 2 to work requres you choose the right settings in the setup menu. Also, double check your in and outputs.
