DVD player to Smart TV problem

Hello.
I have a Samsung smart TV and have been trying to connect a DVD player and a VCR to it.

First I bought a RCA to HDMI converter from Best Buy. For both the DVD player and VCR, the picture on the TV was only a small part of the entire picture -- as if "zoomed in" to only a small part of the entire picture. I could not change the screen size on the TV. There is a menu item called "Screen Adjustment", with choices that include "Picture Size" and "Resolution Select". But when I select "Screen Adjustment" I get the message "This function isn't available."

Then I tried a different DVD player that has HDMI output. But again, the same problem: The screen is filled by only a fraction of the entire picture.

The Samsung model is LH40MEC.

Any advice?

That particular TV is a Samsung Smart Signage Platform (SSSP) not sold originally for home use. The article says SSSP is embedded in those TVs, so presumably you have an SSSP menu somewhere. The TV is also about 10 years old and has 1080p resolution. Because an HDMI DVD player does the same thing, the problem is likely a setting in the TV. But I am entirely unfamiliar with what the SSSP-equipped TVs may have associated with it that could result in a bad image display as you describe. Take the DVD player with HDMI to another TV and look around the DVD player menus that make all output 1080p. You won't resolve the issue (if there is one) with the Best Buy boxes until the HDMI DVD player works fine with the TV. Look on the TV for SSSP or other settings that may zoom to part of any image. I have seen the same thing you describe happen ONE time in the last 10+ years, but I have no memory of what the issue turned out to be caused by. The confusion for most people providing info will be how different your SSSP TV is compared to production TVs for home use--not many home theater fans will have any experience with a monitor like the one you have... 40-inch diagonal SSSP equipped.
