Does this picture look to be a common convergence issue? The sag in top half of screen is not always blue, it can be red or green also. The lower half of the screen still looks pretty good. When the crosshairs come up during convergence the green line doesnt reach to the top of the screen like the blue and red lines. It only reaches up to around the bottom of the sag.

Probably just a bad convergence output. Certainly could be something else but that is always the first step in any problem that effects convergence.

I have disassembled this tv a bit, and I noticed that by each of the color "guns" is a half round bulb of an apparent liquid. The blue bulb appears to be drained, like a deflated rubber ball, and red and green dont seem to far off. Is this something to be concerned with? Thanks for any reply.

If it was drained you would have coolant all over the place. The rubber is an expansion bladder and should be slightly inverted in most cases. Sometimes they put a bit too much coolant in them or don't invert the bladder so they stay convex. If you look in the lens and don't see a bubble, and there is no evidence of leakage, you are likely fine with respect to coolant.
