I want to use an old HP notebook to run REW. I have a fairly flat condenser instrument mic that goes 20-20K. The only interface I have to the computer uses firewire. I thought I might get a Blue Icicle USB mic preamp and then record some sine waves onto a CD to provide the signal. Will that get the job done for using REW?

If you can't have REW generate its measurement sweep then you could put REW's Pink PN test signal on a CD and use that with the RTA. You won't be able to see time domain behaviour that way though (waterfalls, for example, to see how frequencies decay over time). A Firewire soundcard is probably a better bet.
