So I suddenly had a convergence problem, looked online, and replaced the 2 ICs. I hooked the board back up and made all the connections, which was easy because I labeled everything with tape. Now it doesn't turn on at all. I removed the board again, checked all of my soldering and it all looks good. Again nothing happens when I turn it on. It powers on , but the RBG guns are not on. I checked all the resistors around the ICs, and all are consistent with each other, the readings are low for what the color bands say they should be though. None of them look fried, and like I said the DMM is not indicating an open circuit. Any clues as to what I should look at or try?

Check the pico fuses in the power supply.

I'm not exactly sure what pico fuses look like, and where abouts on the board would they be located?
