I got this TV for free because it had the white dot issue. I replaced the DLP chip and the white dots went away, but then had green bars and shadows instead. It does this no matter what input is used, even in the menus screens.

There's a couple capacitors on the main power board that are puffed, so those need replacing, but what else can I check or possibly replace to fix this?

I would check all of your connections very carefully. If it did not have it before and does after the servicing of the set, best guess is something you did in the process. Horizontal bars could be DMD, DMD board or digital board, most likely the last, IME.
