If you are moving the same external soundcard from one PC to another you can transfer the file.

brit you never established if this card is external or internal.

i would agree with John when it comes to an external soundcard receiving power through the standardized usb bus. if the card was internal however then i would offer a different opinion since internal cards are subject to a disparate array of power supplies and power management on the mainboard which can have an impact on internal devices like hard disk and sound cards.
